The Titan handlebars is helping to put a date on the machine
Titan ornished their handlebars with famous belgians and their victories 2 names appeared later on these handlebars - Briek Schotte, 2 times world champion with first time in 1948 - Rik Van Steenbergen, 3 times world champion, with first time in 1949
The black eagle, Marcel Kint was world champion 1938 Sylvere Maes won his first tour in 1936, would have won in 37 if that tour had been fair, 38 saw the organisation changing the rules to prevent another belgian win but this was shortlived since Sylvère won again in 1939
Given the interuption i'd date the bike at about 1947

The lugs Seen on several belgian bike brands. WWithin others, already seen on a "The Bristol - England", a brand made in Limburg (Belgium) and, by the way, used by one of the missing world champion name on your handlebars (hopefully, Titan stopped this habit, otherwise they would have to foresee big big bars) This is a Belgian bike I need to continue with other details

2 elements - The Regina Gran Sport freewheel. Had it been a french bike, you'd seen in preference a Moyne or some other french brand. This could have been change later on - The way the drop outs are brazed to the pipes. French builders didn't use this nice looking smooth way of welding. The pipe would have been crudely cut open and the drop out passing on the external sides These are belgian butterflies Also in Belgium, at the time, just post war, we imported the best brakes from the last country producing them : Switzerland and the brake levers are the early examples of Weinmann. It would be french, you'd see Lam brakes or something like I've an idea about a little and old belgian brand, starting and ending with R, however better pictures of the badges could help. I'm jaleous of this really nice example of the best of that time
