The forks tells you the original color (clear blue metalised) and gives a small sample of it
Is Masotti the rider name or the person ordering it? Likely in France (the frame style is french)
Simplex SLJ, Spidel? Selection tricolore? group.
Details to consider. The little cable stop (is it a stop? ) brazed so close to the drop out

Simplex retro friction mounts, equipped simplex / stronglight, 3ttt stem, Pelissier handlebar, the yellow is a chemical reaction on top of the blue, thx! I believe it is the name of the owner/ the one that ordered it

I can be wrong and I fear that the mentionned chemical reaction could be just using some oily product similar to Waxoyl or Dinitrol to prevent additional rust. The local frenchy version is, from memory, called owatrol
Basically an oily wax for cavities that overtimes turn to this color.
Don't take me wrong. I have nothing against this and use it ... inside the frame pipes as meant, for protecting unprotected surfaces.
Over, outside, this can only be delaying rust, with darkening coloration and sometimes a sticky surface.
You may try to uncover the original paint with a solvant There are good ways to remove and neutralize rust points that are scattering your frame
