Hi Jake, concerning this blue frame with Prugnat F4 lugs, we have seen here, on this forum, a white & blue frame badged cicli Diamant with quite silimar seatstays caps; take a look here: veloretrocourse.proboards.com/thread/1387/la-flotte-de-racerAre there some other frame details (drop-outs, bottom bracket, etc) close to yours? I had made another supposition than the ones you did: Van Hauwaert (CVH). But with no certitude... Because those seatstays caps are not specific & exclusive to this brand. If not, I am sorry to only add confusion to confusion...

Funny to see a Dutch shop purchasing from & rebranding another Dutch shop that was used to purchase frames in Belgium.
I'd be more affirmative than Alain. This style of stays appears in Italy in early sixties. It was then used in Belgium by Plume Sport (Alain has about 22 Plume Sport bespoke bikes of which about a third are showing this style) At the time of your bike, Plume Sport had evolved and on top of his own fabrication, was purchasing frames by lots to one of his friend, Erwin von CVH. CVH had also adopted this style
The only other possibility, to me, would have been Martens.

Voici la réponse que j'ai reçue d'Eddy Martens (Les bicyclettes de Martelly). C'est très gentil de sa part de répondre, et rapidement de surcroît.
"J'ai regardé les photos et les matériaux et l'exécution correspondent à notre exécution à l'époque. Nous avons également gravé les couronnes de fourchettes, mais je ne suis pas sûr que nous les ayons faites. Le cadre et la fourche ont beaucoup de points communs avec nos jeux de cadres de l'époque, mais je ne peux pas en être absolument sûr."

Bien que similaires, les extrémités des haubans ne sont pas les mêmes. L'extrémité de l'étai de selle ne s'étend pas aussi loin que l'exemple Diamant "semi-wrap around". L'extrémité de l'étai de selle se trouve juste au-dessus de la ligne centrale du tube supérieur sur le cadre JDM.

In clear, CVH built frames. CVH was able to build frames with that kind of specifications & that level of sophistication. Is your frame a CVH's? Only Erwin DeV. can answer to this question. But it's quite uneasy to contact him. By mail or by phone. Maybe you will have more chance if you send him a letter describing your machine with plenty of pictures. It would be easier to catch him on an event like the Stalenros in Gent. But the last one was 2 years ago... Consolation: he is selling stuff on almost any fietsenbeurs in vlanderen.
